Today, I got a 142 dwell bonus for my Land in periwinkle, and a 39 for my land in Bolanis (SP). Yet I only got 29 Linden dollars...
Sounds like a massive bug if you ask me

The numbers are not one and the same, but they are a correlation.
Dwell is measured in minutes, and the timer starts once a person has been over a plot for at least 5 minutes.
The Dwell pool is a set amount of L$, so the money you get is proportionate to the total amount of dwell minutes for the day.

Example:
Say there were only 3 people in the world.
Ann gets 35 minute-persons of dwell
Bob gets 10 minute-persons of dwell
Carl gets 20 minute-perons of dwell
Let's say the dwell pool is L$100
Total minute-perons adds up to 65
Anne gets 35 * L$100 / 65 = L$54
Bob gets 10 * L$100 / 65 = L$15
Carl gets 20 * L$100 / 65 = L$31

There is a set pool of money LL has to give out via dwell that increases as more people join SL. This is divided among all land owners in proportion to their dwell rankings. So while there is a correlation between your dwell numbers and the L$ payout, it's not one-to-one or even predictable by anyone other than LL's accounting computer.
