Strange login and teleport issues

I really hope someone that can do something reads this.

I cannot log in to my home region (Short Beach) or to a few other regions I know by name(Guinevere Island, Horrorbag, Annyong) nor can I log in to Aqua or Pooley which were regions given to me by support staff when I called the billing line. I also cannot teleport to these or other random regions. I can however log into Korea, and into a name I pulled out of thin air (Adder) and can teleport between Korea and Adder with no trouble. I haven't as yet been able to make up any names and be lucky like i was with Adder but I'm sure on the whole grid there must be more than two regions that I can connect to, if I can connect to those two.

While I was writing this I managed to get a live Linden in-world who restarted a few of the above named regions, with the result being that the issue persisted but different regions exhibited it than before the restarts. If I cross sim border into a sim I can't teleport to, I also can't see it, it is empty space, and, my coordinates say the name of the sim I am leaving, with the X and Y coordinates going above 255, or below zero into negative numbers, in which ever direction I happen to be going. Sometimes I also get 'stuck' when I do that and can't walk or fly back but have to teleport back. When I don't get stuck I can still see the region visible that I can get to, and the surrounding regions invisible even though the map shows them, and friends I teleported could see them. But same friends could no longer see me if I entered the ones that are invisible to me. It appears to be a routing issue, as I can run traceroute to a few random simulators and some appear to get through just fine while others die in San Francisco in the first hop or two after reaching Linden machines.

Before anyone starts listing all the usual suspects, such as clearing the cache, resetting routers, reinstalling SL, etc ... been there done it, and none of that would affect a dead hop in the network seven states away from me anyway. Here is one traceroute as an example; the trace to any simulator I can't access gives similar results. If it was on my end I would have trouble connecting to ANY simulator. But that is not the case. The simulators I can connect to, I can connect to consistently with no problems or issues at all, and I can teleport between them. I have also tried the standard viewer, the release candidate, and third party viewers, all with identical symptoms. It also isn't as some have suggested any type of restriction on my account, as I have had a friend log my avatar in from another location and had no trouble at all, but just to be sure I asked support and in all the two plus years I have been here there are no infractions not a single AR.

The regions that LL restarted.. You could get to them after they were restarted or not?

LL has data centers in San Francisco, Dallas and Phoenix.. Doing tracerts, do you see any pattern on sims you can get vs ones you can't get to?

They did a RESTART on Qinglong 45 minutes ago and it has been amongst the missing for the last 45 minutes as well.

Well, I've found the problem. And I hate to say this, but I hope a few hundred others are experiencing it as well so perhaps Linden Labs will have a reason to find some solution, because my ISP hasn't. The issue is that there is security software running at my ISP, and I am sure others as well, that identified virus or trojan traffic on the same port range the majority of the Second Life simulators usually listen on, and has blocked them, namely 13000-13010. So I am now only able to access simulators that don't listen on those ports, and I can only find them through trial and error. And they often change from being accessible to being inaccessible after a restart.

/me thinks that sounds sorta suspicious.. Which ISP is this?
