I try and walk anywhere, and I am getting what looks to be really fast stuttering or repeating on my screen so that it appears as though my character and the land around is shaking.
Any advice or anyone else having this issue?

System specs? Driver versions?
There's no way of knowing what the problem might be without first knowing what you're using. Your complete specs should always be the first thing listed in any performance related Technical Issues post.
