Ever since the second to last update SL did, my Frames per Second have died off, I can't get them abover 15, then within 10-15 minutes it falls to 2 or 3 Frames per second, anyone have this problem or know howw to fix it?

The last update to which viewer? The main official viewer hasn't had an update for several months.

I have been running the Release Candidate alot but its been happening on both the normal viewer and RC.

When was the last time you defragged your hard drive? I'm assuming you're running Windows.
I'm shooting in the dard here.......a little information is really nice for people thinking of possible causes of your problem. I can answer one of your questions though.......the one about is anyone else having this problem. I'm sure someone else is having a problem similar.......but I don't have it.

Ctrl+Shift+1 what are the Agent Update reading in seconds?
I've noticed a huge increase in that reading over the past month or more. Jumping between 1-100 seconds. Coupled with Time Dialtions dropping like leaves in Autum (Fall), points to SL internal network.
