By adaptive degradation I mean the way things behind your view disappear, then when you turn around you freeze momentarily trying to reload them, my comps perfectly capable of keeping things always loaded. Way back in February a version of SL had it turned off for about a week and it was so perfect zero lagg ever then they put it back in... thats half the lagg is trying to reload things that are unloaded, even camming around trying to work on builds if you go through a wall for a second everything on the other side disappears and I freeze for sometimes 30 seconds as I wait for it to reload what shouldn't have been unloaded in the first place... any way to turn off?

Three things to try. Clear your cache. Reduce your cache size (nothing larger than 500 megs). And defragmenting your hard drive. A couple other things that could contribute to your problem are background programs running (shut down unnecessary programs that are runing....like email checkers, instant messaging, Skype, etc). And your hard drive might be getting close to 75% full. Clearing off some unuused programs, archiving some of your older documents, photos, videos, etc to either another drive or removable media then doing a thourough disk clean up (a great third party disk clean up utility is CCleaner.....do a Google for download. It's free). Then do a defrag.
