Sim saying full parcel when it isn't

I have been having trouble with my simulator in which the said trouble is explained below:

The simulator has a 15,000 prim limit in which it is filled with a little over 13,000 prims. Leaving close to 2,000 prims left for use.

The sim has a skymall in which shop owners set up their things etc... but recently one of the shop owners called to my attention that when they tried to rez their vendors, the simulator would prevent any rezzing at all.
NOT autoreturning, but preventing any rezzing of prims all together and leaving the individual who tried to rez their prims a message saying. "Unable to create requested object, parcel is full."

So my problem is: The sim is certainly NOT full, there are no temp rezzers in the sim to screw with it and people can't rez their objects.

I have tried to find the support/concierge phone number on the SL website but after about 15 minutes of searching, gave up. Though I noticed that LL does put their Billing Support phone number quite clear as day.....

So if anyone that has had experience with this, or someone who does have the Technical Support/Concierge phone number please reply and help me out?

Oh and I forgot to mention that I have restarted the simulator and the same bug keeps happening.

check to see who's using a LOT of temp rezz stuff.

Prim limits are set via parcels with the consent of the sim. This is a guess in the dark, but I think that you have the sim cut up to different parcels, with different owner on them and they are full. If you own the sim the simple solution would be to set a prim bonus in the estate menu so that the parcels can handle more prims OR re-cutting the parcels OR changing the owners of the parcels to sync prim use. This is a common issue with multi-purposing land (Having a sky mall above, and a different location directly under)

Remember: it says the PARCEL is full, not the simulator.
