Regional Problem with lag and rezzing issues.

First off...
I hope that I have posted this in the correct place, if not, then apoplogies in advance. Please 'bump' it to the correct forum if needed.

How, or where, can you find out what regions are affected and if any are at all being affected, and if possible when 'Rolling Restarts' are carried out then do LL list these in advance so you can get some kind of warning?
I have looked for info on the SL Grid Status Report page and I couldn't see any information about this. Could someone please point me in the right direction, as I am sure I have seen a list of regions before that were affected by a 'Rolling Restart'.
Any help would be appreciated as I am suffering in my Region at the moment and would like to know if it is being affected, if at all by anything like this. I don't want to go into SL to add items and/or do any building etc and then find I have a major problem on my hands if things go wrong. I am suffering from rezzing issues, chat Lag and also I am 'sliding' around my region as well, and also my inventory won't open fully either... not everything gets listed!
I have restarted my region as well and I am still suffering also the Region is not overloaded with scripts or prims either and there are only a few people in the region at present as well, myself and a few friends.
