Avatar animations in "econ" mode?

I've noticed for quite some time that if there is a group of people of dancing, for example, some av's are rendered smoothly and the animations run smooth. However, some further away avatars seem to have jagged lines and the animations run slowly. If I zoom in, these av's smooth out and animate smoothly. I infer this is some way for the client to economize CPU power? Anyway, my question is, is there away to adjust the threshhold in which these animations go into "econ" mode? I have a pretty fast machine and I think my CPU can run more smooth animations than the client will allow me to. I'm on a qx9650 (4.0ghz) and gtx280, running the latest client on vista 64. Thanks for any info :D
