Today 3/30/08 around 230 sl time my friend was building a vehicle on my property. He crashed and wasnt able to get back in like most of us today, and when he finally did the inventory goblin ate his vehicle. Neither of us can see it. The vehicle was exactly 28 prims.
when I view my land options I see 28 selected/sat upon prims that are neither allocated to my prim count nor his which are currently totaling 18. the parcel is a 512 with 117 prims minus 46 with 71 left.
So my 3 plus his 15 and the mystery 28.
How can I have this 28 prim vehicle returned to him and removed from my prim count cause it is costing me prims and I already have a small amount to work with?

The Lindens certainly could, but they won't because they don't really read the forums. But welcome anyway!
You have two options:
1. If you actually own the land, then, in the object menu, you should be able to return all his objects (be careful! just his, not everybody's!). They will show up in his inventory, in either the Objects or Lost and Found folder, as ONE object --- it will be a 'coalesced' object, it's icon will look like a little stack of objects. If he rezzes that one coalesced object up in clean air above your land or in a skybox (he should probably have an edit window open when he does it), all of his stuff will rez, and he should be able to pick them up one by one. Then he can re-place the 18 items on your land.
2. Find his vehicle for him. Perhaps it is inside, or under, the land. You can turn land rendering off in the client/rendering menu, or you can simply move your cam down inside of your land and look around.

Most likely the prims are ghosted, you could put in a ticket requesting a sim restart to confirm. Ghosts are generally gone for good, but if you're on a private sim and there was an intervening snapshot, a rollback to before it disappeared might work (with all the other side effects of a rollback though, no-copy stuff rezzed since that time could be lost.)
