I'm pulling my hair out over this.
I've used Nero and r8b conversion programs to get my WAV files to the required 44.1khz needed to upload.
The clips are loud as HECK on my computer, yet so quiet I can barely hear them in mouselook!
YES all my volumes are turned up.
All the obvious have been tried. Its not just me either, my friend uploaded almost thirty of the same clip, in all qualities, all valid uploadable formats, he even converted some on his own.
I want to know how those annoying spammed WOOOOOO WOOWOOWOOO and PARTY HORNNNNNN can be so damned loud, to the point of abuse under ToS, but I cant make something loud enough that my friend standing 2m away can hear?
YES I saw the video on YouTube. same result, cant hear the clip.

When you resample audio files, for example from 22,050 Hz to 44,100 Hz as required, the volume turns down automatically. Good and easy to use programs automatically pitch up the volume to a level that's close to the one in the source file. Others don't  I suggest you use a tool with which you can manually pitch up the volume before saving the whole thing to a file. So after resampling the wav file to 44,100 Hz you do a volume pitch up and then save it all to a new wav file. Also make sure that the container you use for that file is PCM, 16bit ! IMA ADPCM, Microsoft ADPCM and other 8bit containers will probably lead to some faulty results. Programs you could use for that are : Torley's suggestion - Audacity - http://www.audacity.de/but my personal suggestion would be : GoldWave - The Demo is limited to 60 seconds of recording, but everything else is fully working - http://www.goldwave.de/ (not tested on Win Vista !)
