It's about 30 meters. They'd make it bigger, but then they couldn't link it. :)

Seriously, the Mac version is 21.5 MB - don't know how big the Windows update is, but it should be comparably large.

Is there a readme for this patch? Whats in it?

The readme's in the installer for the new patch, like all of them, once the updater's done downloading it, the readme will be displayed as the first page of the installer, fun place to read about various crasher bugs they've been fixing, new features they've been adding.

The Lindens never bother releasing a true patch, since in practice, it'd likely be pretty close to the same size as the complete installer anyway, and because flying around SL for a few hours can result in a couple dozen times as much data being downloaded as the client is. It's just not worth the extra work for them.
