15mbps, 2.5 gigs ram, duo-core processer, New video card. NOW WHAT. I noticed that the maximum bandwith slider only goes to 1500kbps witch is a tenth of my capability. Is there any way to up that slider?

1500mbps may be twice the capacity of the server to deliver.

The bandwidth slider is a throttle for the client, it can be overriden by the system, but in general creates a balance.
It is very doubtful you will suck down information, packets, data whatever from the LL servers at much more than 750kbps at anything like a constant rate. Setting the bandwidth slider up full, simply tells the system you can handle it, should LL's servers ever achieve it. Ping and Latency are more of a limitation across the internet than bandwidth these days.
Remember, both Voice and Media use seperate bandwidth to the SL client.

Also, try shutting down anything like Skype that you may be running, just in case. What's your draw distance? Even if you've got kickass connectivity, your computer still has to draw all that stuff, which contributes to lag.

What I was told loooooooong ago was that reguardless of the bandwidth slider and reguardless of your internet connection, SL does not feed above 300kbps. Any increase in bandwidth by your service provider or increasing your slider settings will have zero effect.
What does affect the lag in world is your packet loss (net connection quality) to the SL Database, graphics card abilitys/power, processor power, ram.
The newest upgrade to the Database as you all know and have experienced for some time now has caused an incredible ammount of lag in-world.
90% of the lag we experience in SL is NOT... repeat NOT our machines. It is the choke on the data feed pipes to and from the Asset Server.
Example.. I went from a draw distance of 400 to 64 with zero effect in lag performance. My graphics card handeled the extremes with little noticeable changes. Lag in world remained the same and lag spikes continued unaffected by either setting.
