Don't worry, it's a known problem. It seems to have to do with the 9.12 ATI driver. All you have to do is to revert back to version 9.11

No. It means you should make note of the driver version that did not work and if you need to update your driver again, avoid that one. Most drivers developed by the manufacturers work without any problems......bad drivers are relatively rare.
But, I do want to say don't update any driver until it's necessary to do so. If you have problems and all your troubleshooting indicates it is a driver then update. Some people update drivers just because the driver is newer.........and that can lead to problems. It's best to update only when you need to.

If you went by this theory... how would you ever know if a new driver might make things run smoother/better/faster? It would make more sense to me to update when the manufacturer recommends it and then roll-back if there is a problem.

You don't know. But if you are seeing everything you should see, and having no issues you often create problems that you did not have.......your case is a prime example. Driver versions come out for many reasons. Most are minor fixes for issues with some computer setups (different hardware mated with any number of other hardware devices that only a few have problems with). Some are to fix major issues which almost everyone experiences.......those would be drivers you might need or want to upgrade to.
Don't fix something that ain't broke. Upgrading for the sake of upgrading will seldom get you any performance increase. But it will often get you headaches unnecessarily. The driver I'm using on this machine is several revisions back from the latest (my nVidia driver version is 185.85, the most recent is somewhere in the 195.xx range) and it won't be ugraded until I need to update it.........I used driver version 169.25 for well over a year before I got this driver. And this driver did not give me any performance increase.........it merely allowed me to get my SL settings back to where I wanted them after a viewer update by LL (I would never have updated the driver if that viewer did not require it).
