Every other time I log into SL, I have to re download the entire new version. Why is this? I have bandwith limits so I have to watch this carefully.

Because 1.4 was just released last week and there are multiple bug fixes.

SL uses far more bandwidth to download the in-world content than it does to download a new client every week or two. If you have metered bandwidth, you should check to see how much you've used. You might be in for an unpleasant surprise.
To decrease the amount of bandwidth SL uses to the absolute minimum, go to Edit > Preferences > Network, turn your 'Maximum Bandwidth' slider all the way down, and increase your 'Disk Cache Size' to 1000MB.
Next, go to the 'Options' tab in Preferences, and turn 'Draw Distance' down to 64 metres.
You'll still have to download a lot of data though, so it may not be enough.
