How could you make an event that required people to pay a fee to attend?

In the land control, allow group only, or some such, and then, there's a separate box that allows you to charge to enter your land, with amount of Lindens and duration of the land pass's effectiveness as entries you get to make.

If you don't want to charge to just be on land, there's a box office script thing out there. Check SLX and SLB...?
