Is it normal for a sim to have .30 dilation and 11 fps for a sustained (16 hours) period of time?

Not that I'm aware of. Whenever I've seen that type of performance for more than five continuous minutes I've contacted Live Help to request either an investigation or sim restart. I've found Linden Help in these situations to be fast and curteous.

no...is there an ongoing collision there?

When my animals collide with one another and decide to keep colliding, rather than giving up, they will drag the Terminus sim down to 0.3 dilation until the fight is broken up.
