I'm sure I'm not the first person to think this up, and I haven't made a proposition for it yet, but it seemed like a resolution that would be good for everyone..
Rather than removing the impeach bush signs or banning Lazarus Divine, or what-have-you, why not give residents a squelch option, which makes any objects owned by an individual completely invisible, as well as blocking any IMs, etc? Kind of like a more authoritive ignore feature.
This would serve many useful purposes I think, and would continue to uphold the right to build anything we want on our land, as well as giving a bit more freedom to what we observe.
Anyway.. thoughts/comments?

The assest server doesn't stream object owners with prims. In order to make your suggestion work it would need to. This would double the amount of information the asset server has to stream causing all the asset server load problems we already have to be twice as bad. This is why they changed tooltips so that they only show information for interactive objects instead of for all objects... to reduce load. The cure would be more disruptive than the disease, unfortunately. I think a similar but more viable solution would be to allow people to block their client from rendering objects on a per-parcel basis rather than per object basis.

Yeah, that sounds reasonable. Block the parcel, and make it impossible to traverse said parcel.

Make it so you can go into Land Tools.
Select an area.
Click the Filter Area button.
Your client remembers to not render objects/sounds/etc. in that area of that sim.
Its all stored locally on your system.
No need for owner tracking, object tracking, etc.
No server side changes or additional load needed. No need to even own land.
