Content, dwell, and events all relate to incentives for people to play and enjoy SL if they are looking for at least some external entertainment. LL's goal from all of these is to create a reason for new people to love SL, buy premium accounts, and make LL bucks.
Not to minimize the impact that individual residents can make, but the folks with the most power/resources are also the ones with the most to gain/lose - Linden Labs.
If LL doesn't want to hire a bunch of event runners and content developers, but rather leave it in the hands of the residents.. then there needs to be some REAL incentive and some REAL oversight to cut down on gaming the system.
One possible solution... Linden Endowment for the Arts
Yes, the Lindens get to re-purpose or hire someone to oversee applications and dole out funding and other types of support, but it would cost a lot less to put real incentives in place to get people to create builds and events that attract and retain new people, then not to.
If people yell about FIC, whatever.. well, ignore them.
