Voting/Rating

First off I'm new. I've been in Second life for about 6 days now. The knowledge base seems to be out of date in several aspects.

It seems from what I've read that there was something called a Rating Stipend that payed out to people based on thier rating. Am I correct in thinking that this has gone away?

And if so is there any point in me rating things/people? I mean would it better off for me to just give $25L to the peole I like, instead of rating them or thier creations? And for that matter where does the $25L to rate someone go?

If this is obvious in some other thread and I missed it due to my noobiness let me know.

That stipend system no longer exists, you are correct.

Ratings don't mean anything other than a sign of appreciation if you like/admire someone or their builds.

Yes, it would be better to give a penniless newbie $25L. Maybe someone else, a friend or resident who doesn't need spare change would prefer the rating, it's your 25 linden.
