can you actually drive yachts and cruise ships?

Yes you can. I have a freebie yacht in my inventory that can be driven on water. I'll try to drop it to you later.

thanks for the freebie yacht, i've been having fun riding around in the water. Do they make one big enough that will hold furniture and stuff and still be able to ride it around? i need the biggest yacht they make.

Presently a yaught the size youre talking about isn't really feasible. I do have a non-physical airship that I've considered making into a nice litle posh yacht but until we see better border crossings for heavy-link objects it might be a bad idea :D

They could make them big enough, but the way most vehicles work, they're physics, and the physics prim limit is 31.. So you can't add a lot.. There are some non physics ones, but in my experience they're buggy.. Or you can make it static..

the biggest drivable vehicle is 31 prims. So you can't really make a "floating house". There's also a weight limit, based on the way physics in SL work.

can i set a big yacht or cruise ship out into the middle of the ocean and just live on it, even though i'm not a paying member and don't own land. i like the floating air balloon. it would be cool if you could just set the direction and speed on a boat and then just walk around and do stuff while the yacht was moving.

Yes you can move multiple-part, heavy-on-prims vehicles :) Even across sim borders. See here. I can provide demoes of it with HUGE builds (flying castle, flying glass mall, 100m+ spaceship carrier, etc...) :)

Unfortunately you can't really "move and do things" while the vehicle is moving around, you tend to slip off / through the vehicle in this case, staying in place. And you'll need to find land big enough to sustain the prims of it without autoreturn.
